Summary
A heap-based buffer overflow exists in the Windows Kernel that allows a user with local access to elevate their privileges to SYSTEM level. This vulnerability affects Windows 10 (versions 1809, 21H2, 22H2), Windows 11 (versions 23H2, 24H2, 25H2, 26H1, 26H2), Windows Server 2019, 2022, and 2025 across 32-bit, x64, and ARM64 architectures. Microsoft has released patches for all affected versions and rates exploitation as less likely.
What this means
What could happen
A user with local access to a Windows computer or server could exploit a buffer overflow in the Windows Kernel to gain administrator-level privileges, potentially allowing them to modify control logic, access restricted data, or disable safety systems.
Who's at risk
Water utilities and electric utilities should prioritize this for any Windows systems running engineering workstations, SCADA/HMI servers, data historians, and remote terminal units (RTUs) that operate Windows Server. Windows 10 and Windows 11 client systems used by operators and engineers are also affected.
How it could be exploited
An attacker with a user account on the Windows system triggers a heap-based buffer overflow in the kernel through a malicious local operation. If successful, the kernel crash is converted into code execution with SYSTEM privileges, granting full control of the device.
Prerequisites
- Local user account on the Windows system
- Ability to execute code locally (no remote exploitation vector)
- Windows Kernel is vulnerable (unpatched version)
Low complexity exploitationRequires local user accountAffects multiple critical Windows versionsPrivilege escalation to SYSTEM level
