Summary

A heap-based buffer overflow vulnerability exists in the Windows Kernel that allows an authorized local user to escalate privileges to administrator level. This affects Windows 10 (versions 1809, 21H2, 22H2), Windows 11 (versions 23H2, 24H2, 25H2, 26H1, 26H2), Windows Server 2019, Windows Server 2022, and Windows Server 2025 on 32-bit, x64, and ARM64 architectures. An attacker with existing local access could bypass privilege restrictions and gain full system control. Microsoft has released patches for all affected versions.

What this means
What could happen
A user with local access to a Windows system could exploit a kernel flaw to gain administrative privileges, potentially allowing them to alter SCADA software settings, manipulate automation logic, or disable security monitoring on engineering workstations or HMI systems.
Who's at risk
Windows 10 and Windows 11 workstations used for SCADA engineering or process monitoring, Windows Server systems running HMI software or data historians, and any Windows-based engineering workstations with access to industrial networks. Affects 32-bit, x64, and ARM64 systems across all supported versions from Windows 10 Version 1809 through Windows 11 Version 26H2, and Windows Server 2019 through 2025.
How it could be exploited
An attacker with local user access to a Windows workstation (such as an engineering or HMI system) exploits a heap-based buffer overflow in the Windows kernel to escalate privileges to administrator/system level. The attacker must already be logged in or have interactive access to the machine.
Prerequisites
  • - Local user account on the affected Windows system (engineering workstation, HMI computer, or server) - Interactive or RDP session access to the system - No special tools or public exploits currently available (exploitation assessed as unlikely)
- Low complexity attack (heap buffer overflow) - Requires local user access (insider or previously compromised account) - Affects core Windows systems that often manage industrial processes - Exploitation currently unlikely but vulnerability impacts multiple OS versions - Low EPSS score (0.3%) but high CVSS score (7.8) suggests high impact if exploited
Exploitability
Unlikely to be exploited — EPSS score 0.3%

HARDENINGRestrict local interactive and RDP access to Windows systems in the OT environment to authorized personnel only; enforce strong authentication for remote desktop sessions
WORKAROUNDDisable or restrict Remote Desktop Protocol (RDP) on non-essential engineering workstations and control systems; use VPN with multi-factor authentication for remote access

Patching may require device reboot — plan for process interruption

HOTFIXApply Microsoft's October 2026 security update (Windows Update) to all affected Windows 10, Windows 11, and Windows Server systems in your environment
HOTFIXPrioritize patching engineering workstations, HMI systems, and data historian servers that run Windows and have access to your control network
