Summary

Active Directory Federation Services (AD FS) contains an open redirect vulnerability that allows an authorized attacker to redirect users to untrusted sites and perform spoofing attacks over the network. This affects Windows 10 versions 1607 and 1809, Windows Server 2016, 2019, 2022, and 2025.

What this means
What could happen
An authorized attacker could redirect users to a malicious website to steal credentials or impersonate legitimate services, potentially compromising access to industrial control systems or critical infrastructure that rely on AD FS for authentication.
Who's at risk
Organizations that use Active Directory Federation Services (AD FS) for centralized authentication—particularly those protecting access to SCADA systems, HMIs, or other industrial control system management interfaces. This includes water authorities, electric utilities, and other critical infrastructure that use Windows-based identity services.
How it could be exploited
An attacker with high privileges or administrative access could craft a malicious URL within AD FS that redirects users to an attacker-controlled site. Users who click the link would be redirected away from the legitimate AD FS service to a spoofed site where credentials could be harvested or fake authentication presented.
Prerequisites
  • High-privilege or administrative credentials within AD FS
  • User action required (user must click the malicious link)
  • AD FS service must be deployed and accessible
Requires high-privilege attackerRequires user interaction (link click)Low EPSS score (0.4%)Not actively exploited
Exploitability
Unlikely to be exploited — EPSS score 0.4%
